A Safeguard Measures From Eurasian Economic Union
On March 4, 2019, the Eurasian Economic Union issued the announcement No. 2019/159 / SG12, in response to the application of stainless steel producers "ТМК-ИНОКС", "Балтинокс", "МАРЧЕГАЛИЯРУ", decided to import stainless steel welded pipes (Russian: Сварныетрубыизкоррозионностойкойстали) initiated the investigation of safeguard measures. The Eurasian Economic Union tax number for the products involved is 7306402009, 7306408001, 7306408008, 7306611009, 7306691009.
Stakeholders shall, within 25 days from the date of publication of this announcement, register for the case, and within 45 days, apply for a hearing, and submit the comments in this case within 60 days.
Through customs statistics, in January 2019, China exported about 25,000 tons of products, accounting for 36.8% of stainless steel pipe exports, accounting for 7.8% of total stainless steel exports. But in recent years, the growth has been faster!
In fact, the amount of the products involved in the export to the Eurasian Economic Union is not large, only 830 tons in January, so it has little effect on China's domestic stainless steel welded pipe exports.
Previously, in September 2018, the Eurasian Economic Union also launched an anti-dumping investigation against Chinese stainless steel seamless pipes. This will be a full-scale containment of Chinese stainless steel pipes.
Fortunately, China's stainless steel pipe exports account for only 21.2% of total stainless steel exports, and the countries that export mainly are India, Vietnam, South Korea and other places. The trade protection measures of the Eurasian Economic Union have little impact on domestic pipe exports.
