U.S. Initiates Anti-circumvention Investigation On Processing And Import Of Some Stainless Steel Plates And Strips From China Through Vietnam

On May 12, 2020, the US Department of Commerce announced that it had filed an independent case to investigate whether China’s Stainless Steel Sheet and Strip evaded US anti-dumping and countervailing measures against China through simple processing in Vietnam. This case involves products under the US Harmonized Tariff Numbers 7219.13.0031, 7219.13.0051, and 7219.13.0071.

On March 3, 2016, in response to applications filed on February 12, 2016 by AK Steel Corporation, Allegheny Ludlum, LLC (ATI Flat Rolled Products), North American Stainless, and Outokumpu Stainless USA, LLC, the US Department of Commerce Of stainless steel sheet and strip started anti-dumping and countervailing investigations.

On September 12, 2016, the U.S. Department of Commerce announced an affirmative preliminary ruling on anti-dumping products involved in China; on July 12, 2016, the U.S. Department of Commerce announced an affirmative anti-subsidy preliminary judgment on products involved; February 2, 2017 , The US Department of Commerce announced the affirmative final determination of anti-dumping and countervailing duties on stainless steel sheets and strips imported from China; on March 3, 2017, the US International Trade Commission (ITC) voted on stainless steel sheets and strips imported from China affirmative final determination of anti-dumping and anti-subsidy industry damage will be made.
